Hydrocarbon Processing is limited to separation of oil and gas. There are 3 oil and 3 gas processing plant, built in the Soviet era and do not meet modern standards.

Developed and launched investment projects to create a world-class petrochemical plants, which will provide a flexible, integrated and complete flowsheet processing of hydrocarbons (oil / gas), which meets the international level, and will simultaneously solve several important problems:

high production volume and higher quality oil products;

obtain basic petrochemical products, which are already products with high added value and demand in the international market;

produce petrochemical feedstock for subsequent conversion and production of extended-spectrum petrochemical products with high added value (construction, lining and packing materials, manufactured goods and household goods, etc.);

provide comprehensive processing of hydrocarbons;

reduce the negative impact on the environment;

create conditions for development of small and medium-sized businesses for the production of petrochemical feedstock specific consumer products.

Investment projects to create petrochemical plants and the modernization and technological upgrading refineries are included in the state program on forced industrial-innovative development of Kazakhstan for 2010 - 2014 years and Map Kazakhstan for 2010 - 2014 years, the field program for the oil and gas sector in 2010 - 2014 years.

Atyrau region will build an integrated chemical complex for the production of basic petrochemical products - ethylene, polyethylene and polypropylene. Investment in the project is about 945.0 billion. In order to ensure its successful implementation, the timely allocation and development of debt and equity of the project will be implemented in phases: Phase 1 of the project will ensure the production of polypropylene capacity - 500 tons / year, the cost of Phase 1 is about 300.0 billion tenge, Phase 2 - PE 800 thousand tons / year, with the cost of 645.0 billion tenge. Project period: 2010 - 2016 years. The operator of the project - LP «Kazakhstan Petrochemical Industries Inc.» (Hereinafter - KPI). Supply of gas feedstock for chemical complex will be made "Tengizchevroil" for the long term (Government of the Republic of Kazakhstan as of February 15, 2008 № 142 DSP).

The General Contractor on a competitive basis for the construction work on one phase selected Chinese company «Sinopec Engineering». March 19, 2010 signed a contract to build a 1-phase of the "turn-key". Today started the development of construction documents.

In March 2010, has signed a licensing agreement for technology propane dehydrogenation and polypropylene production with the company CBI Lummus (U.S.).

In order to guarantee sales of polypropylene by a contract for guaranteed sales of finished products (off-take agreement) with the company «Sinopec Engineering».

Taking into account international experience in construction of similar facilities and to provide more attractive to substantial investment in petrochemical plants, the government decided to support the project:

Favorable economic and administrative conditions for the realization of the project - the presidential decree of December 19, 2007 № 495, a special economic zone (hereinafter - SEZ) "National Industrial Petrochemical Technology Park" in Atyrau region. Since 2010, the construction of the SEZ infrastructure (administrative building and fencing FEZ);

PSD design and construction of certain infrastructure 1st phase done at the expense of budget credit in the amount of 14 billion.

Construction of major one-phase, including production facilities, is by borrowing the credit line of the Export-Import Bank of China in the amount of 207 billion tenge. March 23, 2011 in Shanghai (China), a meeting was held between the CB & I Lummus, Sinopec Engineering, and KPI, which CB & I Lummus officially handed Sinopec Engineering and KPI set of design documentation for the installation of propane dehydrogenation, March 24, 2011 held a similar meeting on transfer set Process Design for the installation of polypropylene.

June 13, 2011 during the visit of President Hu Jintao's visit to the Republic of Kazakhstan LLP "United Chemical Company" and the Export-Import Bank of China signed a framework agreement on financial cooperation (strengthening cooperation in the transfer of technology and financial information).

Designing the infrastructure is complete. Strategic partner of the South Korean company is defined «LG CHEM», which in 2011 signed an agreement on establishing a joint venture with Kazakhstan LLP «Kazakhstan Petrochemical Industries Inc.», And a memorandum of understanding on the project financing and an agreement on the sale of products.

At Atyrau refinery construction of complex aromatics production capacity - the amount of benzene in 133 thousand tons / year of paraxylene - 496 thousand tons / year. The cost of the project - 169.5 billion.

In October 2009, the EPC contract signed between the refinery and the Chinese company «Sinopec Engineering» on "turnkey" complex. Signed an agreement of intent to purchase paraxylene with Chinese «GUPC». The project will be under the general loan agreement between JSC "Development Bank of Kazakhstan" and the Export-Import Bank of China (PRC). July 30, 2010 between the BRC refinery and signed a general loan agreement to finance the project, and September 4, 2010 ceremony held "the first stone." Completion of the construction of the refinery complex planned before the end of 2013.

In 2010, launched an investment project "Construction of a plant for the production of bitumen at Aktau Plastics Plant", which provides advanced processing of heavy oil from the Karazhanbas production of bitumen in the amount of not less than 420 thousand tons / year, corresponding to the climatic conditions of Kazakhstan. The total project budget - 43.5 billion tenge.

To implement the project between the Chinese corporation «CITIC Group» and the Kazakh company AO «Kazakstan Petrochemical Industries» - a subsidiary of JSC "NC" KazMunaiGas "in 2009 on a parity basis was established LLP" JV «CASPI BITUM». In addition to the export market of Kazakhstan will be provided petrochemical raw materials of varying quality, which should enhance the interest of the domestic business to create small businesses and medium-sized enterprises for the production of a variety of plastic products, building materials, industrial equipment subsidiary of lightweight materials, goods, medical and consumer applications.

Analysis of the major problems

Implementation of investment projects to build new petrochemical plants is characterized by large capital-intensive and requires a one-time attract significant levels of investment, including the search for a strategic partner.

Currently, most of the produced hydrocarbons are exported and used to fuel variant, primary processing of hydrocarbons is based on the separation of oil and gas without further production of petrochemical raw materials.

Petrochemical plants, the main production assets which were established 45 years ago, produced commercial products in limited quantities (polystyrene, polypropylene) or imported petrochemical feedstocks (Russian Federation - synthetic rubber, the main components of additives and so on).

However, to build petrochemical plants have sufficient resources of raw materials: natural and associated gases during field development in different regions of the Republic of Kazakhstan, in which the fraction containing ethane, is from 13 to 16% or more of the total volume of gas, which is a major economic and technological advantages for the production of ethylene - basic petrochemicals. For bitumen road marks produces oil from fields in Western Kazakhstan.

Assessment of the major internal and external factors

Internal risk - possible cancellation of preferential tax organizations operating in the special economic zone "National industrial petrochemical industrial park."

Possible consequences of failing to take appropriate risk management - the deterioration of economic projects and their profitability, the ultimate cost of petrochemical products will be uncompetitive, which would complicate software market, as well as the timely involvement of external (debt) financing.

Mitigation - the preservation of conditions for the implementation of SEZ capital investment petrochemical projects, both at the production of finished products, as well as during the construction of these facilities, the timely allocation and disbursement of budget credit, attraction and development of foreign financing.

Strategic Direction 4. Better regulation of relations in the sphere of subsoil operations

Currently one of the most important tasks is the development of local content in the procurement of oil companies, which focuses on the Head of State and Government of the Republic of Kazakhstan.

Ministry of Oil and Gas of the Republic of Kazakhstan (hereinafter - MNG) carried out extensive work on the development of local content in the oil and gas sector. In most of the subsoil use contracts include numerical targets for local content in goods, works and services, as well as personnel. Also includes requirements for the development of local content programs and penalties for the improper performance of contractual obligations. Numerous forums and seminars with the operators to explain the need to increase the proportion of local content, as well as direct negotiations with major mining companies to increase the proportion of local content.

However, current indicators of the level of local content in the procurement of oil and gas companies are low, because production and, therefore, domestic procurement of goods, works and services of Kazakhstan origin is insignificant compared with the imported.

These facts, the following causes.

Despite the fact that local producers have mastered the construction works and have plants metalwork, all equipment in the construction machinery is a key foreign enterprises, respectively, and technical support are from abroad, in connection with the design at an early stage of the project by foreign companies.

The bulk of procurement accounts for work and services. As the share of the value of goods in the value of the work is about 40% in the project documents provided subsoil mainly purchase of imported equipment, the proportion of local content in the works substantially reduced.

Currently exploration work in the Kazakh sector of the Caspian Sea entered the active phase. The share of local content is much reduced, as these companies continue to purchase imported goods and services.

Despite the foregoing, MNG RK continues regular and systematic work to increase the proportion of local content in the oil and gas sector.

Modern society puts new conditions before the state bodies of the Republic of Kazakhstan. The main requirement of today - the ability to operate effectively in continuously rapidly changing external conditions. The need to quickly adapt the control system to the changing demand compounded continuously improves efficiency and effectiveness of government agencies.

Management in the modern world is based on the use of quality information and the integration of the knowledge gained. Ability to analyze, organize, store and present information is an essential management skills.

Computerization of government as a process of creating the conditions for information management, and the emerging use in the activities of government agencies, is part of ongoing administrative reforms in Kazakhstan.

In accordance with the concept for the implementation of the system of state planning, results-based, approved by the Government of Kazakhstan on December 26, 2007 № 1297, every government agency in the planning phase should be developed balanced scorecard for budget planning, results-based monitoring and evaluation degree of goal achievement.

In order to improve the state subsoil management by improving the quality of its information and analytical support through the introduction of modern information technologies to enhance good governance in the areas of oil and gas, petrochemical, transportation of hydrocarbons in 2008 as part of the "electronic government" work began on the development of the Integrated information system "unified state management system subsoil of Kazakhstan" (hereinafter - IIS USSUMS RK).

Information system development IIS USSUMS RK enable trace all the information in the mineral resources - from tender procedures and ending with information on the volume of production, processing, transportation and sale of minerals. This will predict the country's export potential in the oil and gas industry and the timely incorporation of changes in the situation on the world market for raw materials in making decisions to improve the efficiency of mining industries.

Currently IIS USSUMS RK is under trial operation.

One of the main objectives is to ensure that MNG competence of authority resulting from production-sharing agreements and, accordingly, is vested in the interests of MNG function authority in production sharing agreements.

In this regard, in the prescribed manner MNG realizes the interests authority in production sharing agreements, including exercise gratuitous trust stakes in the subsidiary of the national company.

In order to reduce administrative barriers to private business entities MOG developed criteria for assessing the risk of business entities in the oil and gas sector. After the approval of the joint order of the Ministry of Economic Development and Trade, MNG these criteria will be drawn up an annual plan inspections of businesses. In 2012, 40 planned inspections of entrepreneurship.

Analysis of the main problems and threats

Information on the implementation of subsoil contract terms (accounting information on the volume of production, processing, transport and distribution of hydrocarbon minerals) is in paper form. As a consequence, the interaction of state bodies and subsoil takes time and reduces the effectiveness of management in the mineral resources.

Assessment of the major internal and external factors

The main external factors in the automation of interaction of state bodies and subsoil in the mineral resources is projected reduction of quantities in the mineral resources that can be connected, first of all, a decline in demand for these services due to the fall in prices for mineral resources. However, the decline in world prices for mineral resources in the near term is not expected, and the impact of this factor is small.

The main internal factors include the risk of lack of demand for the project, technical risks of the project to create IIS USSUMS RK and the risks associated with the scale of the project. Implementation of the project will increase the efficiency of public administration in the mineral resources. Given that the subsoil use are long-term priorities (№ 3 and № 5) Development Strategy of Kazakhstan until 2030 and are relevant today, with the introduction of more effective management subsoil of Kazakhstan. The degree of risk of the project is the lack of demand low. The risk of under-utilization of the design capacity of IIS USSUMS RK is also minimal.

The technical risks of the project include the mismatch created product and platform chosen objectives and functions of MOG, the inability to integrate an "e-government". Measures to manage these risks are:

- Rigorous selection of the project team on the eligibility criteria. Educating technology project design work, tools;

- The use of company standards for design work, standards development project;

- The involvement of the project team of employees in state and local government public bodies.

The risks associated with the scale of the project include reducing the project's quality and consistency with the objectives and functions of the MOG. To reduce the risk of a detailed analysis of each stage of the work, the interaction of the participants, the organization works. And also apply An elaborated program quality, waste management project configuration, the special procedures of interaction between participants.

· study of information and communication for the control system of the Ministry;

Was an intern at the Department of the oil industry, I have studied transfer pricing, tolling system, the strategic development plan for 2012 - 2015 year. There are many shortcomings in the work of the Ministry.

· First, the work is not systematized in the Ministry, which is the main reason for the delay consideration of certain suspensive projects that require immediate attention. Also, workers have to spend the weekend (holiday) days at work, as it requires the authorities;

· Second, there is a shortage of personnel. Because of the absence of the latter, this work is assigned to other employees, which requires allocation of more time to perform their duties;

· Third, low wages. The current level of wages is not attractive to the youth of today, which is why there is a turnover, and the specialization of graduates is different from that required in the position that they occupied;

In general, one of the key problems mentioned MNG high staff turnover due to tight working conditions and lack of transparency of information.
